How does Google measure site usability for SEO? (Technologically)

Question

We hear more and more that good UX is the next step in SEO ranking. What I am not understanding is how exactly google search engine measures user sessions on a site to be able to make such a comparison. If the site has Google Analytics installed or has Adsense banners it would make sense as a 'hidden tag-along feature' but does it pass cookies from each search session otherwise?
